Four questions, four kinds of evidence
- What does the law regulate? Read the enacted text, its amendments, commencement rules and relevant court orders. A proposed bill or a sports label is not the same as an operative gambling rule.
- Who and what is authorized? Match the regulator’s record to the entity, domain, product and date. A company licence, software approval and a currently offered poker game are different records.
- Whose tax is being described? Separate operator levies, taxes on stakes and any tax on a player’s income. A headline percentage without a taxpayer, base and period is incomplete.
- What does an enforcement report establish? Keep the announcement date and the authority’s actual claim. An investigation is not a conviction; an absence of located cases is not immunity.
