This guide is an English explanation of selected primary agency records and a Russian-language statute reproduction. The official consolidated-law portal did not load during this review. We have not certified every amendment, zone decision, venue permission, enforcement case, foreign sanctions restriction or individual tax position. The Russian legal text controls.

What Federal Law 244-FZ regulates
Federal Law No. 244-FZ of 29 December 2006, in a Russian-language reproduction marked revised 26 June 2026, regulates organization and conduct of gambling. It generally took effect on 1 January 2007; its transition clause required gambling establishments without a zone permission to stop by 1 July 2009, apart from qualifying bookmakers and totalisators. Those dates should not be compressed into “the law took effect in 2009.”
Zones for establishments, a limited exception for remote bets
Article 9's current Russian statutory list names the Republic of Altai, Republic of Crimea, Altai Krai, Krasnodar Krai, Primorsky Krai and Kaliningrad Oblast. Law No. 124-FZ of 2 May 2026 added the Republic of Altai, and the Federal Tax Service's present gambling-business page also lists six. The statute says where zones may be created; Articles 9 and 13 separately require zone decisions and organizer permissions. It does not document six open casinos, an operating poker room in each place or current event schedules. Crimea appears here solely as wording in Russian legislation; this guide does not decide its disputed territorial status.
Article 5(3) prohibits organizing and conducting gambling using the Internet or communications networks within its specified Russian scope, apart from accepting interactive bets and paying winnings through bookmakers or totalisators under Article 14.2. Article 4 defines the interactive bet by its transfer through the bookmaker/totalisator accounting centre; Article 14 addresses licences for those businesses outside zones and restricts gaming tables and casino-like software there. The Federal Tax Service's March 2026 explanation expressly discusses poker among sites it examines and describes the same limited exception. A sportsbook account or the existence of the central transfer system is therefore no evidence of an online-poker authorization.
The statute's Internet rule is about the service's organization and conduct, with location conditions that can include a participant's residence. It should not be turned into either “every foreign-hosted site is outside Russian law” or a claim that every individual participant commits the operator's offence. A concrete service, game format and person's conduct need their own current legal assessment.
What the enforcement examples establish
A Stavropol prosecutor's explanation distinguishes Criminal Code Article 171.2, directed at people who illegally organize or conduct gambling, from Administrative Code Article 14.1.1(1), which addresses legal entities organizing or conducting it. The old page's reference to that administrative provision as a player penalty was unsupported. This distinction does not grant blanket immunity to any player under all law.
For a specific case, the Smolensk prosecutor's report of 17 June 2026 says five people were convicted under Article 171.2(3) for running poker games at physical premises in 2023–24. Four received suspended terms and one a custodial term. This shows an organizer case, not a prosecution of a person solely for online play. It cannot establish the nationwide pattern or prove no such player case exists.
Winnings tax depends on the game and tax year
Russian personal income tax, NDFL, does not have one quoted “poker rate” that answers every case. FNS explains that qualifying gambling winnings sit in the Article 210(2.1) aggregate base for residents, with progressive bands of 13%, 15%, 18%, 20% and 22% on portions above the statutory thresholds. That rate schedule is a step after identifying the taxable income, residence, game and applicable base; it is not a stand-alone answer for a foreign poker account.

The former guide applied a ₽15,000 tax-agent threshold and a blanket resident/nonresident rate to online poker. Those statements are withdrawn. A personal answer requires the actual residence, transaction records, game category, tax year and applicable current law; a qualified Russian tax adviser can apply them.
Foreign sanctions answer a different question
OFAC lists several U.S. Russia-related sanctions programs, and its general sanctions explanation distinguishes blocked people or property from restrictions on specified trades and transactions. These rules may affect a provider subject to them, but they are separate from Russian gambling law. The reviewed sources do not establish the present status of any named poker brand, a blanket ban on all Russian customers or a permitted payment path. This page offers no access or transaction guidance.
One documented strand of poker history
The European Poker Tour organizer's October 2019 retrospective records a PokerStars Championship event in Sochi in 2017 and EPT Main Events there in 2018 and 2019. It identifies Casino Sochi as the venue at that time. These are completed historical events, not evidence that a particular venue or tour operates now, nor that an online poker room is authorized.
Research and safety
When assessing a claim of Russian permission, ask which legal entity, game, channel, zone or bookmaker/totalisator licence, and dates the underlying record actually covers. A site's availability, a past tournament, a gambling-tax entry or an interactive-betting transfer centre cannot substitute for an online-poker authorization. Keep a record of the claim and consult qualified local advice for a personal legal or tax question.
Frequently Asked Questions
Is online real-money poker authorized in Russia?
The reviewed Federal Law 244-FZ does not provide a general online-poker licence. Article 5 restricts organizing and conducting gambling through the Internet, with a defined exception for interactive bets accepted by licensed bookmakers or totalisators under Article 14.2. That betting exception does not itself authorize an online poker room. This is a summary of selected provisions, not a ruling on a particular game, service or person.
Does a bookmaker's interactive-betting licence cover poker?
No such permission follows from the licence alone. The law defines an interactive bet in the bookmaker and totalisator system and limits the Internet exception to that system. It also restricts gaming tables and casino-like software in bookmakers and totalisators outside gambling zones. A claimed poker product would require its own applicable legal basis and actual authorization, neither of which this review verifies.
Can an individual player be fined under Article 14.1.1 for merely playing online?
The prosecutor's explanation of Article 14.1.1(1) concerns illegal organization or conduct of gambling by a legal entity, while Criminal Code Article 171.2 addresses people who organize or conduct it. Those provisions should not be recast as an automatic administrative penalty for ordinary play. They also do not establish blanket player immunity under every Russian law or set of facts.
Are there five or six gambling-zone territories?
Article 9 now lists six territories after a May 2026 amendment added the Republic of Altai. This postdates the original 28 April 2026 research cutoff. A place appearing in the statutory list does not prove that a venue or poker tournament is operating there; zone decisions and individual permissions are separate records. The list is described as Russian statutory wording, including its reference to Crimea, without resolving territorial status.
What tax applies to poker winnings?
The answer depends on the type of game, tax residence, payer and year. FNS describes a yearly winnings-minus-stakes calculation and tax notice for casino and slot-hall play. Its 2026 material says bookmaker and totalisator agents calculate tax on each win regardless of size, replacing a 2025 threshold. Resident gambling winnings may enter the main aggregate NDFL base with progressive bands. None of those rules by itself fixes the tax on a particular foreign-site poker result.
Do foreign sanctions decide whether Russian online poker is lawful?
No. Foreign sanctions concern particular jurisdictions, people, entities or transactions. They are separate from Russian permission to organize or conduct gambling. This review does not verify a named poker brand's current service, a payment method or any transaction's sanctions position.

What changed in this review
We corrected the statute's commencement versus 2009 transition, acknowledged the post-cutoff sixth listed territory, narrowed the interactive-betting exception, removed an unsupported player-administrative penalty and negative prosecution claim, and replaced the flat tax summary with the FNS's distinct categories and 2026 change. We withdrew unsourced present venue, brand, payment, sanctions-package, earnings, ranking and population claims.
Remaining questions require an authoritative current consolidation, actual zone and licence decisions, a full enforcement search, a product-specific tax analysis and any applicable foreign sanctions review. The absence of those checks is neither permission nor proof of an offence for a particular person.
